Richardson's piece of the Cotton Belt Trail, the hike-and-bike path that follows the DART Silver Line, carries an estimated $19 million in construction across two projects the city has registered with the state, according to filings with the Texas Department of Licensing and Regulation.

The filings, part of the agency's architectural barriers program, also show a former retail building on East Arapaho Road being turned into medical offices and an Italian restaurant planned at a South Sherman Street property.

The trail

The larger trail project, estimated at $13,165,832, covers the path from Waterview Parkway along the Silver Line to a point under the President George Bush Turnpike past CityLine Station.

The second, estimated at $6 million and labeled an alternate alignment, picks up east of the trestle bridge, follows Synergy Park Boulevard to Renner Road, then runs along Renner to pass under the KCS and Silver Line bridge before tying back into the trail.

Both list the City of Richardson as owner and public funding. They were registered Sept. 28 with construction start dates of June 9, 2025, and Nov. 10, 2025, and a completion date of Aug. 31, 2027, for each.

Medical offices and a restaurant

  • 2161 E. Arapaho Road, Suite 101: A project registered Monday under the name Kudo Care describes a 7,928-square-foot building expansion and interior renovation turning an existing retail building into medical offices. The filing estimates the cost at $1 million, with work from Nov. 2 to Feb. 26, and says the tenant is paying for it.
  • Richardson Medical Village, 3261 E. George Bush Highway: Two filings for Salience Health cover finish-out of shell space in Suites 105 and 125, about 6,800 square feet combined, at a total estimated cost of about $875,000. Both list work from Oct. 1 to Jan. 1 and show the state review as complete.
  • 801 S. Sherman St., Suite 90: A $150,000 remodel would convert 2,700 square feet into an Italian restaurant called Nonnellas, according to a filing that names Habibi Market LLC as the property owner. Work is scheduled through Dec. 31.
  • Tower at Lakeside, 2221 Lakeside Blvd., Suite 1000: A filing registered Friday, titled EverFox Expansion Phase 1, covers a $300,000 tenant improvement on 9,760 square feet, with work set for Nov. 1 to Jan. 1.

Costs and dates in the filings are estimates entered when each project was registered.
