Methodist Richardson's campus rezoning gets an Oct. 20 hearing after notice error; $64 million bed tower already filed with the state

The hospital wants to fold 8.95 more acres into its zoning district at Renner, Shiloh and the Bush Turnpike. A separate state filing lists a three-story addition with a 25-bed intermediate care unit.

Methodist Richardson Medical Center's request to enlarge the zoning district around its campus at Renner Road, Shiloh Road and the President George Bush Turnpike will get its public hearing before the City Plan Commission on Tuesday, Oct. 20, after a mistake in the first round of mailed notices pushed it off the Oct. 8 agenda.

The case, Zoning File 26-19, would amend and expand the planned development district that covers the hospital, folding in 8.95 acres now zoned I-M(1) Industrial. The combined district would cover about 20.45 acres bounded by the three roads, with the request filed under the address 3001 E. President George Bush Highway.

The district would keep I-M(1) as its base zoning, with modified uses and development standards. Scott Simmons is listed as the owner's representative for Methodist Health System.

A memo from senior planner Derica Peters told commissioners the hearing was being rescheduled because of an error in the mailed notice, and that corrected notices would go out ahead of the new date as state law requires. The Oct. 8 agenda packet did not include a staff report, site plan or description of what Methodist plans to build on the added land.

A $64 million addition already filed

Methodist has separately registered a hospital expansion with the Texas Department of Licensing and Regulation, which reviews building plans for accessibility. The filing, "MRMC Bed Tower Expansion," lists a three-story, 56,700-square-foot horizontal addition to the existing hospital at 2831 E. President George Bush Highway, with an estimated cost of $64 million.

According to the filing, the first floor would hold mechanical space and an imaging suite, the second a 25-bed intermediate care unit, and the third shell space. Work is scheduled to start Dec. 1 and finish Dec. 30, 2027. The zoning papers do not say whether the rezoning is tied to that project.

Golf Ranch expansion moves to council

Also on Oct. 8, commissioners voted 6-0 to recommend that the City Council approve Golf Ranch's request to expand its driving range at 3570 Waterview Parkway, on land owned by the University of Texas at Dallas.

The plan adds 28 covered hitting bays, a paved parking lot in place of the gravel one, a food and beverage building and a median opening with a left-turn lane on westbound Renner Road.

A request for a smoking patio at Patio by LaPasha, a restaurant at 1600 E. Belt Line Road, was continued indefinitely at the applicant's request so it can rework the proposal.

The Oct. 20 meeting begins at 6 p.m. in the council chambers at Richardson City Hall. Plan commission votes are recommendations; the City Council makes the final decision on zoning.
